The failure of the WP function has been verified and will be fixed within 5.0. Anyway right now newsletter reports warning as it calls the wp_is_stream with non ascii character. On my development site I had to disable it. On the production site the warning is not visible as its flag is disabled in php.ini. Anyway I am worried about side effects.
