Popup That Only Shows On First Click

I made a popup that fires any time a specific tag is clicked.

The cookie is setup so that when the popup is exited out of or the gravity form is completed the popup will not show again.

But it is showing.

Every time that url tag is clicked the popup shows, even if you have submitted your email.

Any suggestions?
