Please do not merge it with the core. If this is a good editor then people will add it as a plugin and use it. People will say if it is a good feature or not. Once people get used to it and you have good rating then you can add it to the core. But it is getting shitty responses from users, therefore, you should understand that majority users do not want it. Why are you going to force people to use it?
WordPress has come to this place ONLY for its users and community and if you do not respect the users and community then we are going to notice a very bad future of WordPress. Many users will move to another platform like Joomla or Drupal ASAP if an ugly editor like Gutenberg gets merge into the core.
