wordfence does not block certain IPs stated by the rule

Hello,

i have stated the IPs i want to block in wordfence config (wordfence > firewall > blocking > create blocking rule). It is my competitor. Here is the screen: http://prntscr.com/jrim8v

Wordfence says that it is blocked, but it does not block, because i have tested with another IP. It can access the website and browse it without any denial. Although it block certain pages (for example, basket/ cart). But that’s not the point, because i want to block certain IP from accessing any part of the website.

Do you know how to fix it?
