No visual editor is showing

Hello there,

I have done a fresh installation of wordpress today.

Wordpress version : 4.9.6
PHP 7.0

And when I try to write or edit an article, there is no visual editor showing, here is a screenshot:

(sorry it’s in french :D)

I have tried to
– deactivate all the plugins
– create a new user
– add this line define(‘CONCATENATE_SCRIPTS’, false ); to the wp-config.php
– change browser
– check and uncheck the box “deactivate the visual editor”

But the issue remains.

It drives me crazy, have you got any idea ?

EDIT : moreover, the word counter does not works..
