During my testing, every page has a lot of missing files, from scripts, font files to images. Although there is the workaround to add them manually, it’s a pain to collect those missing urls on each page. I ended up downloading the entire wp-content/uploads folder to fix this issue.
The bottom line is, site owners are who responsible for the uploads folder, if there are redundant files, how many files are in real use, how large it is, etc.
