Tooltips not showing while not logged in

Tooltips not showing up for users that are not logged in. When people are logged in, tooltips are working fine.

I can see that content that should trigger the tooltip is correctly rendered, and HTML structure is in place, meaning shortcode is parsed correctly. But somehow the actual tooltip is not showing on trigger.

For pricing tables, we use TablePress. Tooltips are inside the cells. I did test to launch clean WP web page, with tables and tooltips inside, and same issue happens. I am not sure what can cause this issue, any hints?
