I have the jetpack plugin installed, but I only have a few features enabled, such as CDN acceleration for static files and lazy loading of images. Most of the features I don’t have turned on, such as all the switches in compose, share and discuss. So I don’t think the jetpack.css file should be loaded as it is not necessary. I’ve done tests and blocking out the https://c0.wp.com/p/jetpack/10.3/css/jetpack.css request in Chrome has no effect, but one less HTTP request makes the page load faster and reduces the waste of c0.wp.com resources.
