Email for activated account not working

I’m working on a registration system, where I wan’t to do the following:

User registers on website (WORKS)
UsersWP sends email with verification link (WORKS)
User account is active (WORKS)
UsersWP sends email that the acocunt has been activated (NOT WORKING)

Any ideas what might be causing this issue?
