State dropdown during Guest Checkout doesn’t update tax with version 5.9

After updating to the latest version of WordPress and the latest version of WooCommerce, the State dropdown no longer will refresh the taxes. It looks like it doesn’t actually refresh the site when the State is changed.

I disabled plug ins and changed the theme to the base WooCommerce theme, but the same behavior occurs.

When logged in as a user, it works properly. The error only occurs with Guest checkout.

Exact Steps:
1. Make sure that I am not logged and that I am a guest on the site.
2. Add a product to the shopping cart.
– The location is not set by default, so the tax displays $0.00
3. Go to the cart, choose the country. Then choose Pennsylvania.
– Only Pennsylvania has sales tax set up, since that is the location of our store.
– Unlike any change of Country, it does not show the loader indicating that it is hitting the back end. Note that Web Inspector / Dev tools also does not show any network traffic.
4. Look at the summary. The taxes still show $0.00

NOTE: If logged in as a user with an address already included, it will properly reflect the taxes. It also will hit the server / refresh the summary when changing the state dropdown – if and only if you are logged in with a pre-existing account.

Version Details:
WooCommerce – 5.9.0
Theme – Galleria 2.2.19 (WooCommerce provided child theme of StoreFront)
WordPress – 5.8.2
