‘Feedback’ option without ‘Writing Helper’ panel

There is an option named ‘Feedback’ in the left options bar, which is supposed to ask for feedback on your published posts, before you actual publish them.

But the question is that there is no ‘Writing Helper’ panel option the screen bar on the top area (check Screen shot). Without that Writing Helper toolbar, how can the ‘Feedback’ option be used? Pls guide.
