DevHub local development environment using @wordpress/env

HI 👋 I’m trying to set my development environment for DevHub using the @wordpress/env package

I have created a repo with my progress so far but I’m having some issues that I’m not sure if are @wordpress/env related or some other thing
I’m also not sure where to ask for help about this so I’m asking here. I tried to document the issues in the repo itself

Any help or guidance about this would be appreciated
