how can i add an application form to the job (Employer -> candidate)

Hi,
I want to add the application form to the job and to the Candidate.

now it can only be applied to the candidates of the Employer. ( candidates -> Employer)
I also want the Employer to be able to apply for the candidate position.
(Employer -> candidate )

how can i do this
