I input all the asked information into Woocommerce including the Login ID and the Transaction Key, but when a user makes a purchase it gives this error.

It is advisable for you to contact the merchant to verify that you will receive the product or service.
When talking to authorize.net they said this is a software issue, but i can’t see anything missing or wrong on WordPress.
Also, i would want to ask Woocommerce for support but since i have a WordPress.org account and not a WordPress.com account I cannot use their support system.
