One product, two TAX percentages

Hi,

I have a question about the use of taxes in WooCommerce.

I sell online learning products. If you pay for a product on my website, you get an access code. If you log in with that code, you can learn with different learning materials. Some learning materials are taxed low VAT (9% TAX) and some learning materials are taxed with high VAT (21% TAX).

So the TAX/VAT structure is like this for example:

Can i do some WooCommerce customization without the use of product bundles and product variations? Is there a plug-in that can do this?
