How to Enable vendors to add attribute terms.

Hi, I saw Vendors cannot actually add attributes,they can add custom attributes only.

What I want is:

Example Attribute example: COLOR
Attribute Term example: blue, orange, red.

I want my vendors to have the power to add/include more while uploading a new product: purple, green, black as terms for the COLOR attribute.

Is that possible to achieve?
