Can still download restricted files after log out

I select the restrict to some files. I works perfectly with Incognito Tab, or never logged in users. But the following procedure allows files to be downloaded.

1. Log In
2. Download the files
3. Log Out
4. Try download the files again – the files can be downloaded

Did I do anything wrong ? Or how can I prevent that to happen.
