Updating woocommerce shopping costs when changing the state field only

The current behaviour of woocommerce is that the shipping costs are updated when the customer has all fields entered (or at least city, address 1 and state for my scenario), this is problematic for my settings, is there any way to trigger the update shipping costs when ONLY billing state is modified?

I have tried adding update_totals_on_change class to some field that didn’t help, I still have to enter both billing_city and billing_address_1 for the update to trigger.

I also don’t want to hide costs until an address is entered.
