Batch import options for dropdown/select type of field?

How do I batch import a list of options for “Select” / dropdown type of field, rather than type in one by one? Or import some kind of preset data.

And similar to this, you already have the country selector, however, how do I change the name of a region, for example, change Hong Kong to Hong Kong SAR. Is modifying function.php the only option? If that’s the case, we can’t really use this for our client who’s supposed to edit forms on their own, without knowing any coding.
