WP Url is returning instead of # (for container ID only)

Hi all, is there anyone experience that the URL is returning %23 instead of # ?
For example, it should be https://mysite/#newcontainer but it is displaying https://mysite/%23newcontainer.
Anyone knows how to fix the issue? Thank you so much.
