I researched several forms and installed five of those (in separate websites) that looked like the most promising candidates. While all five are good, Everest Forms was the winner! None of the others save the submissions (webform entries) on the webserver (or, none at their free level). Also, the default form in this one is nice and clean; I did not need to customize it all. There are many kinds of customizations that are possible, though.
So, the only thing I would have liked done differently is for the Everest Form menu item to have not shown up in the main nav menu of WordPress admin. It would be best under “Settings” or “Tools.” That, I realize, is a matter of personal taste.
