Sub Menu not keyboard accessible

I’m unable to use the keyboard to access items in a sub-menu.

In the main navigation, there is a menu item called Programs. In the drop-down from “Programs” in the main menu, I am able to tab to each of the items in the drop-down. However, three of the drop-down items have sub-menus which I am not able to access with the keyboard.

How do I set up sub-menus so they have keyboard access?
