did the “new user” event is fired when user register?

using this plugin newsletter and it had an integration with wp new user registration but some how when users register under wp manager forms the integration is not working and the users not add to the newsletter database

so the question is :
newsletter plugin use wp users integration intercepts a standard new user registration
maybe the “new user” event is not fired
