Is it possible to create a similar layout?

I’m considering moving from Google Blogger to WordPress, and have been experimenting with the various available themes. I like the look of OceanWP.

Now I’d like to know if it is possible to have the same layout as my current blog.

The main page shows the introduction, which is transparent over a background image. The entries on the list links to individual pages. As each link is selected, it display the relevant page with the list still visible on the right.

Also, is it possible to e.g. have a agreement button which confirms that the user is over a certain age?
