Create different levels of Administrator with different permissions/capabilities

Is it possible to create different types/levels of Administrators?
Eg. 1) keep the regular Administrator who has access to everything;
2) create a Membership Administrator who has backend access to the membership plugin that we’re using but not the rest of the dashboard;
3) create another Administrator who has backend access to a different plugin but nothing else that typically only an Administrator would have access to?

& is it possible to create hierarchical User Roles so the parent User Role gets all of the functionality granted to its child User Roles? Like the role hierarchy in Advanced Access Manager?
