Menu Icon Location on Mobile

I am encountering a problem in m Tablet and Mobile websites. The Menu Icon (the horizontal lines) is in a white bar at the top of the screen. I would like the Menu Icon to hover over my background image. I would also like the Menu Icon to stay fixed at the top of the screen as you scroll. Basically what I am looking for is what is at serialpodcast.org.
