Anchor Links for Publicize and other plug ins

Hi,

I use Publicize to publish posts on twitter.

I am hoping to change the URL that Publicize gives twitter to an anchor link (something like homepage.com/#post-{id}. So that instead of going to the post’s own page it goes to the main page but where the post is.

What is the easiest way to do this? If I change the permalink structure of the site will that help?

I have the same problem for Mailchimp (RSS) and two other plugins. Hence an overall solution of the link associated with a post might be the best solution.
