“Build Index” does nothing at all

I’ve used Relevanssi for years, and never seen anything like this happen. Clicking “Build the Index” simply does nothing.

I set up a development site using WordPress 5.3.2 and Relevanssi 4.7.1, and when it came time to build the index, clicked the button. Nothing. I turned off all other plugins: nothing. I switched themes: nothing.

Thinking it might be some incompatibility with the most recent versions of either WordPress or the plugin, I set up a completely different site and installed WordPress 5.2.1 and Relevanssi 4.1.3, a combination I know I’ve used successfully before. And clicked “Build the Index”: nothing. Again, I turned off all other plugins, switched themes, went to a different computer and tried different browsers. Nothing works.

I haven’t tried the debugging instructions, because this problem isn’t with the results being returned: the plugin is telling me I have no index but won’t let me build one.
