Pending Order Payment Empty Cart

Hi!

Im struggling with orders that are set as pending payment (awaiting payment).
The part of doing adding an order is not a problem, this goes as supposed.
But, when we use the customer payment link in admin orders or use the supplied link within the email…after going through the first step we land on the checkout page, which says that the cart is empty.

I installed WordPress theme Twenty Nineteen and still the issue is there.
