Entering database credential when uploading package to a local pc

I just activated this plugin. A quick question:

2. Upload package files to target location

When uploading the package file to a local pc, I assume we need to have WP core installed first, and I use Bitnami on my Windows 10 laptop. When entering the database credential, I don’t think we’ll be able to create a new database and user first (as we would / need on a live server with a real host) and when we enter the “database” “user” and “password” fields, I assume we’re creating the new database / user at the same time, is that how it works?

I need to upgrade a plugin’s database and was warned to back up the whole site first. So i need to be sure I know how to get all files and database back to the site should something really go awry before I upgrade it.

I’ll also need to get my site hosted pretty soon and this plugin came to my rescue at the perfect timing. I need to make sure I understand how to use it correctly. Thank you.
