Bottom settings area is in the middle of the edit screen

When I first open the WP editor all is well, but when I move my cursor into the edit area the footer (area with settings) slides up into the edit area. I can’t think of any changes I made before it happened. I did include a screencast of this link below).

Thanks for any ideas.
