Cache not clearing after update the content

Home Page and Content is not clearing the cache after update or publish post. I have enabled that option in settings,

It is occurred after migrating from a2 host to Cloudways. I have checked with them and their side it is clear. I have already integrated with Cloudfare. New Web user can see the updated content. But Old user only seeing cached content.
