Upgrading to PHP7.0.33/WordPress5.22 Causing Many Problems

My website originally ran PHP5.5.x and some recent version (but not 5.22) of WordPress. The site was automatically put into maintenance mode where I was told to upgrade to the latest version of WordPress. Doing this required upgrading to at least PHP5.6.x, so I figured I’d just make the jump into PHP7.0.x. It’s worth noting that clicking on anything in the dashboard loaded almost instantly before maintenance mode.

I upgraded both the site and the plugins I had written to PHP7.0.33 and WordPress 5.22, expecting things to run smoothly once more. That did not happen. It seems to run even slower than before. (Note that the site itself runs smoothly until you log in, where both the dashboard and the site run incredibly slow). I did some prodding around and saw that I was getting some errors with some of the plugins I wrote so I fixed them and hoped, but hoping did not help, unfortunately. I tried clearing my cache and cookies and seeing if that helped to no avail. I disabled all plugins (including the ones I had written) to no avail.

I tried redownloading the latest version of WordPress and received an error:

After more poking and prodding, I went to Tools>Site Health in the dashboard and received the following errors under the Critical issues section:

I also saw in a few places that reverting to the Twentynineteen theme instead of my custom theme might fix the problem but that also has not helped.

I think it all has to do with the error [] fsocket timed out in the Site Health tab, but that really is a guess. Any help here would be greatly appreciated!
