Missing ‘plugins’ from side menu

Hi,

I am an admin for a WP site, but do not have ‘plugins’ as an option on the CMS menu.

Have tried implementing advice I found across the forum, but not able to bring ‘plugins’ back from the abyss.

Any help appreciated.
