When the user orders a particular product the flexible shipping option does not show at the checkout and the customer is only offered local collection. If he changes his postcode to a local one or orders a different product then Flexible shipping is available as an option.
This only happens with this product as far as we can see:

If the product OR postcode is changed then the flexible shipping option is available.
