when the user changes the status, he does not send any emails

Not the woocommerce core,
neither send the custom emails,
Nor those of third-party plugins

All status, or custom status have an associated email in the trigger

I did the test with;
Custom statuses and custom emails of this same plugin, and with the plugin WooCommerce Order Status Manager Version 1.9.1 | By SkyVerge

In both cases, I never sent an email.

I did the additional test in a clean site, and it did not work either.
