Limit Purchase to some Provinces

Hello, I would like to sell some products in the same country only to some provinces and in others not. This is because some of these products require a technician to install them, and in these provinces I do not have a technician. How can it be done?

Example: in the same country
Product 1 can only be sold in provinces A, B, C, D, E
Product 2 can be sold in all the provinces.
