Not Allowing Credit Card without PayPal Account

We have tested this ourselves with 25 and 50 buttons.
Attempting to pay without a PayPal account.
Once the CC info is entered you must click the button
to create a PayPal account in order to process the
payment. Then we get all of the spam they send about
PayPal. This is not the experience we want for those
that just want to use a credit card.
