Reusable Blocks missing from drop-down

I am having a problem seeing my Reusable Blocks in drop-down. I am using the Twenty Nineteen theme and WordPress 5.0.

In a blog post I created a new Reusable Block. It appears just fine in this Post.

However, when I go to a second Post and I attempt to add that Reusable Block, I don’t see Reusable Blocks in my Block Libraries drop-down. I see all the standard WordPress 5.0 blocks, but my Reusable Blocks section in the drop-down is not there.

When I go back to the original Post that I created the Reusable Block within, I see the Reusable Blocks section in my Block Libraries.
