where is the minimum amount rule

Hello, I see on the screenshot there are rules of minimum order amount. But I don’t see the those options in the plug in. I want to set the different Minimum Order Amount and shipping cost on different distance. I can set the shipping cost but not able to set the minimum amount order. please help. thank you.
